DECREE ON CAM: PRECISE REQUIREMENTS FOR THE COMPETENCE OF PROFESSIONALS ARE DEFINED
Last August 6, the new Decree of the Ministry of Ecological Transition on CAM “Minimum Environmental Criteria for the Entrustment of the Service of Design and Execution of Works of Building Interventions” was published in the Official Gazette General Series No. 183, which introduces important novelties regarding the qualification of professions.
In several places in the CAM Decree, precise requirements for the competence of professionals are defined in order to enjoy rewarding scores in public procurement.
In detail, references are made to different types of professionals:
– Installers of building systems and products (Art. 3.2.6);
– Installers of systems containing fluorinated greenhouse gases (art.2.4.4);
– Energy Manager Experts (art.2.4.1);
– Designers (art. 2.7.1).
As part of the “CAM Report” referred to in Art. 2.2.1 of the Decree, Art. 2.4.1 below requires an energy diagnosis in accordance with UNI CEI EN 16247-1 and UNI CEI EN 16247-2 performed in accordance with the Guidelines of UNI/TR 11775. This diagnosis must be prepared by an Expert in Energy Management certified by a Certification Body in accordance with UNI CEI 11339 or by an energy service provider (ESCo) certified in accordance with UNI CEI 11352, as required by Article 12 of Legislative Decree No. 102 of July 4, 2014.
Taking into account buildings are responsible for about 40 percent of energy consumption and produce 36 percent of all CO2 emissions in the EU, EGEs (Expert Energy Management) identify themselves among the main market players promoting the technological, social and environmental transformation that is affecting the buildings in our cities.
The certification of skills allows the professional to distinguish themselves from competitors, represents an element of increasing their competitiveness differential, based on the principle of continuous improvement, precisely in an area such as sustainability in general, which will increasingly assume a central role in all organizations.
