
NEW VERSION OF UNI CEI 11339. AMONG THE NEW FEATURES: MORE DECISION-MAKING AUTONOMY FOR THE EGE AND GREATER FOCUS ON ENERGY TRANSITION.
On November 30, 2023, the new version of UNI CEI 11339:2023, “Expert in energy management – Requirements for knowledge, skills, autonomy and responsibility,” was published. The standard replaces UNI CEI 11339:2009, which was simultaneously withdrawn, but will continue to apply during the transition period ending November 30, 2025.
The new standard confirms and reaffirms the crucial role of the EGE as a point of reference in the energy sector and is distinguished by a renewed structure, in accordance with the guidelines established by UNI and in accordance with Law No. 4/2013 regarding unregulated professions. In addition, it presents significant innovations regarding the responsibilities and competencies of the EGE, especially with regard to energy diagnosis activities.
Let’s see below some of the main changes from the previous edition:
– Alignment with the APNR (unregulated professional activities) scheme, providing a basic structure in accordance with the European Qualifications Framework.
– Update of specific tasks and activities: the tasks and activities of the Energy Management Expert have been updated from 17 to 20 tasks divided into 8 macro areas. Some tasks were eliminated, while new ones were introduced and specified, such as promoting energy transition and decarbonization.
– Transformation of competencies: previous competencies have been transformed into knowledge, skills and responsibility, with a total of 16 knowledge and 16 skills defined, as well as emphasis on autonomy and responsibility in acting and deciding.
– Description of certification procedure and rules to be followed: Appendix A provides useful elements for conformity assessment, including the certification procedure and rules to be followed. Updated degree requirements, introducing ITS courses for example, and moved to a system based on subject areas instead of direct degrees.
– Maintenance/supervisory requirements: requirements related to certification maintenance and supervision have been updated, requiring proof of having worked in the field for at least 6 months per year. It is necessary to verify the completion of the new mandatory tasks during five years prior to certification renewal.
The recent standard does not revolutionize the profile of the professional in the energy sector, but it elaborates on specific aspects, including those related to certification. It also reaffirms the main role of the EGE as the primary point of reference in the market during the complex energy transition currently underway.
